A Houston yard needs a retaining wall when soil has to stop at a set line: a washing-out ditch bank, a raised pool pad, a raised bed or a regraded lot. Most walls here are 1–4 ft tall.
Retaining Wall Types We Build
Poured Concrete Walls
A poured wall is a reinforced cantilever wall: an L-shaped footing and stem cast in forms with steel tied through both. The footing does the work, so the wall can stay thin at 8–12 inches. It suits walls near 4 ft and over, walls holding a driveway, and tight lot lines.
Segmental Block Walls
A segmental retaining wall is a gravity wall built from dry-stacked concrete units with a lip or pin that sets each course back slightly. Its weight holds the soil. Below about 3 ft it stands on its own; taller walls add layers of geogrid into the backfill. Block suits curves and raised beds.
Stone Veneer Walls
Veneer is a finish: natural or manufactured stone mortared onto a poured or block core. It adds about 2–3 days of masonry time and is priced as its own line.
Block vs Poured Concrete Retaining Walls
| Factor | Segmental block | Poured concrete |
|---|---|---|
| Houston cost | $16–$30 / face sq ft | $30–$40 / face sq ft |
| Height without geogrid or engineering | About 3 ft | Engineered design past 4 ft |
| Look | Textured block, easy curves | Smooth or form-lined face, straight runs |
| Typical lifespan* | 50+ years with clear drainage | 50–100 years |
| Drainage | Water passes the joints; gravel zone and pipe behind | Weep holes plus gravel zone and pipe |
| Timeline (40 ft wall) | 3–5 working days | 5–7 working days plus cure |
*Lifespans are typical industry figures, not a promise for any one wall.

Drainage and Clay: Why Houston Walls Lean
Most failed walls in Houston fail from water, not weight. Wet Beaumont clay behind a wall weighs more, swells sideways and holds water against the back face. After a tropical storm the top tips forward.
Permits
Permits and Engineering in Houston
Under the City of Houston amendments to the residential code, a retaining wall is exempt from a building permit only when it is not over 4 ft, measured from the bottom of the footing to the top of the wall, and holds no surcharge such as a driveway, slab or structure. Walls past either limit need a permit, and they are typically built from engineered plans. Floodplain lots may also need a floodplain development permit. Work that enters a channel right of way owned by the Harris County Flood Control District needs District plan approval and a Harris County permit before any digging. Suburb cities run their own rules. We tell you in the estimate whether your project needs a permit or an engineer.

Do I need a permit for a retaining wall in Houston?
You need a City of Houston building permit for a retaining wall over 4 ft tall, measured from the bottom of the footing, or for any wall holding back a surcharge such as a driveway. Shorter walls with no surcharge are exempt, but floodplain lots and suburb cities can have their own rules.
How tall can a retaining wall be without an engineer?
A wall up to about 4 ft with no load above it is usually built without engineered plans. Past 4 ft, or with a driveway, slab or building behind it, an engineered design is the norm and is what the City of Houston permit review expects.
How much does a retaining wall cost in Houston?
A Houston retaining wall typically costs $16–$30 per face sq ft in segmental block and $30–$40 per face sq ft in poured concrete. A 40 ft wall 3 ft tall runs about $1,900–$4,800 depending on the material.
Block or poured concrete retaining wall?
Choose block for walls under about 3 ft, curves and raised beds; choose poured concrete for walls near 4 ft and taller, walls with a load above them, or tight lot lines. Block costs less per face sq ft and goes up faster.
Why is my retaining wall leaning?
A retaining wall usually leans because water is trapped behind it. Clay backfill, a clogged or missing drain pipe, or no weep holes let wet clay push the top forward, and a footing that is too shallow or narrow makes it worse.
Can a retaining wall stop ditch or bayou bank erosion?
Yes, a wall set back from the water on a proper footing can stop a backyard ditch bank from cutting toward the house. If the bank sits inside a Harris County Flood Control District right of way, the District has to approve the work first.
How do you drain water behind a retaining wall?
Water behind a retaining wall drains through a gravel zone at least 12 inches deep, a 4-inch perforated pipe at the base, and weep holes on poured walls. The pipe has to run to a real outlet, such as the street, a ditch or a yard drain.
